This is an official portal for those who want to provide humanitarian or financial assistance to people of Ukraine, businesses or the government at the times of resistance against the Russian aggression.  

Anyone willing to support Ukraine can access here the information on how to do it.

The website was developed jointly by the Office of the President of Ukraine and the Cabinet of Ministers of Ukraine. 


We recommend using the official accounts of the National Bank of Ukraine for financial support of Ukraine. Account details for donations to different causes can be found on this webpage or on the web platform of the Government of Ukraine. We encourage lindividuals and legal entities to make donations directly to the government accounts or to volunteers organizations whenever possible.

If you want to help as a volunteer directly in Ukraine, we advise you to leave your offer on one of the platforms indicated below and mention details on what type of support you are willing to provide


Medication 

Anyone who wants to join the provision of the population or hospitals with medicines and necessary materials can fill out the form here.

The Ministry of Health of Ukraine provides a list of drugs, medical devices, consumables, which are in high demand among health care institutions. Please take this into account when collecting humanitarian aid. The list is available via this dashboard or in this table.

Make sure that the medicines you plan to provide to Ukraine as humanitarian aid are not included into the list of drugs, psychotropic substances and precursors that require a special permit to be imported into Ukraine.

Protection gear 

Protective equipment for the military is body armor and its components (armor plates (ballistic plates) level VI + and above), Kevlar helmets (protection level VI + and above), tactical knee pads, tactical gloves, tactical backpacks and tactical goggles.

To support the protection of the defenders of Ukraine, you can donate directly to the Armed Forces of Ukraine Support Fund, contact the authorised initiatives like Protect Ukraine | Donate tactical gear to help Ukrainian soldiers or procure the protection gear yourself and send it to Ukraine following the requirements of the host country of export of protection gear items and enrty of protective equipment into the Ukraine's customs territory. 

Please note, that a simplified proceedure applies to the entry of such equipment in Ukraine.

Where you can adress humanitarian aid 

Humanitarian aid for the needs of the population and defenders of Ukraine can be directed either to an international hub (question 8) or to one of the hubs located in Ukraine (question 9), which further distributes aid to the regions. For smaller amounts of assistance, we recommend using the services of Ukrainian postal companies listed below.

Steps to take to ship humanitarian aid to Ukraine

  • Check the list of needs of the beneficiary in Ukraine or consult the general list in question 4. What assistance is most needed
  • Collect and pack aid
  • Prepare the necessary package of documents to ship aid to Ukraine or other country of destination

The Declaration is sufficient for shipment of the humanitarian aid goods into the customs territory of Ukraine. The list of documents for special categories of goods (including dual-use goods) is listed under question .Documents for the import of humanitarian aid.

  • Choose a destination hub from the list of Foreign Hubs or Hubs in Ukraine
  • Contact the hub coordinator and get approval for reciept of aid (informal)
  • Load the aid and transport it to the selected hub

This is it! Humanitarian aid will be dispatched to the regions in Ukraine with consideration of safety of logistical routes and current needs on the ground.


How to send humanitarian aid by post

For small cargos or single packages (under 1 tonne) we recommend using the services of Ukrainian logistics companies "Nova Poshta", "Mist", "Ukrposhta".

Countries where these companies collect humanitarian aid:

Nova Poshta accepts humanitarian aid from warehouses in the following countries: USA, Great Britain, France, Germany, Poland, Latvia, Romania, Turkey. All details and answers to frequently asked questions on the company's website.
Meest accepts humanitarian aid in warehouses in the following countries: USA, Canada, Great Britain, France, Germany, Italy, Poland, Greece. All details on the company's website.
Ukrposhta accepts humanitarian aid in warehouses in the following countries: Poland, Romania, Slovenia, Greece, USA, Armenia, Gibraltar, Georgia.

Please note, these companies are doing everything possible to deliver aid to Ukraine free of charge. However, the transportation of aid to a foreign warehouse is organized at the sender's own expense.
We ask you to be understanding of the limited capabilities of these companies to handle the shipment of bulky cargo in wartime and to cover their own costs, and we urge shippers to use their services to ship small cargo.


Packaging recommendations

For prompt transportation of aid, we ask senders to sort humanitarian aid according to the type of humanitarian aid goods. This allows to cut the time for customs control and enables us to distribute assistance more quickly among the regions and population groups that need it most.

Please check the packaging requirements of the destination hub or ask directly from the hub coordinator before shipping aid. 

If humanitarian aid is heading towards the RARS wharehouse from EU countries

At the latest 12 hours before shipping aid (preferably 24 hours in advance):

  1. Fill out the form (mandatory)
  2. Provide information requested via the Google spreadsheet on the link indicated in the email response sent to you upon submittion of the form 
  3. Prepare the necessary documents
  • Packing list
  • from the Embassy of Ukraine in a country which humanitarian aid is shipped from 

Once the information provided is processes you will recieve adress of one of the RARS wharehouses (hubs) via email indicated in the form.

For shipping aid by plane, please provide an airway bill and sent the draft version of the airway bill for confirmation at [email protected]

*RARS: Polish Strategic Reserve Agency. Please note, large cargos (10 tons and larger) should be preferably shipped via RARS.


If humanitarian aid is heading towards the RARS wharehouse from UK, Norway, Switzerland 

The algorithm for shipping aid from these countries is similar to shipments from the EU except for one document: in addition to the package of documents listed in the previous paragraph (for EU countries) it is necessary to fill in the T-1 Declaration.


If humanitarian aid is heading towards the volunteers wharehouses (hubs)

At the latest 12 hours before shipping aid (preferably 24 hours in advance):

  1. Fill out the form (mandatory)
  2. Provide information requested via the Google spreadsheet on the link indicated in the email response sent to you upon submittion of the form 

Please note the following:

  • For medication containing controlled substances — a pharmaceutical permit is required.
  • For dual-use goods — a permit from the Ministry of Development of Poland (for goods of Polish origin) or a permit from the exporting country is required.


How to fill out the Declaration (paper version)

You can fill out the declaration manually or submit it online following this link.

For the first option, download the declaration form, print and fill out the document. Sign the completed declaration (stamp is optional) and be prepared to show the declaration when entering Ukraine. Please note, driver or a person accompanying the goods cannot act as a consignor (only a legal entity or individual that sends humanitarian aid. Passage of the humanitarian aid through the customs border of Ukraine (as defined by the Law of Ukraine "On Humanitarian Aid") is allowed after completion of the declaration form manually or through electronic means, according to the established form without application of measures of non-tariff regulation of foreign economic activity, by the person transporting the corresponding goods at the customs border of Ukraine in accordance with the Resolution of the Cabinet of Ministers of Ukraine № 396 from April 1, 2022.


How to complete an online declaration (also for non-residents)

If you are shipping humanitarian aid to Ukraine you can also fill out the declaration online following this link. To complete the form you can choose one of the two options:

  • Option 1. fill out the declaration using qualified electronic signature (QES) or any mean for identification listed in the Integrated Electronic Identification System id.gov.ua (for example, with the help of BankID) to recieve an authorisation
  • Option 2. fill out the declaration following steps indicated on this link (in case no QES or BankID is available). This option is also available for non-residents and allows to submit an online information message about humanitarian aid to be delivered.

Option 1. Steps to take

To fill in the Declaration, select the section Citizens → Declaration on Humanitarian Aid in your personal account. To create a new declaration, select the Add button in the opened form.

After filling out the declaration, click the Submit declaration button at the bottom of the form. If there are errors in the declaration, list of errors will be visualized. It will not be possible to submit the declaration until they are corrected.

In the absence of errors, the declaration will be accepted into the information system of the State Customs Service with the assignment of a unique electronic identifier (UEI) of the declaration (a small integer starting at 00, for example, 00555). This identifier has to be shared with the customs officer.

Completion of customs clearance is certified by the customs officer by attributing a personal number stamp on the printout of the electronic declaration (as in case with the paper declaration).

We encourage to use the electronic means for filling out the declaration whenever possible in order to speed up the processing of humanitarian aid.


Whom should I state as a recipient of the humanitarian aid?

For general humanitarian aid goods: 

  • foreign wharehouse (hub) 
  • wharehouse (hub) in Ukraine 
  • military administration at the regional level upon agreement

For humanitarian goods with a special order of passage (listed in the next question)

  • military administration designated by the Ministry of Defense of Ukraine
  • law enforcement agency
  • another military body formed in accordance with the law
  • other counter-terrorism entity in accordance with the law

Which products require a guarantee letter?

A letter of guarantee is required for the following product categories:

  • plates for body armor
  • portable non-civil radio stations
  • unmanned aerial vehicles (quadcopters)
  • for non-civil purposes binoculars, monoculars and other optical tubes, magnifiers (magnifiers)
  • for non-civil purposes collimator sights, optical sights for non-civilian purposes
  • thermal imagers, night vision devices

To transport these goods, you must obtain a letter of guarantee from the end user by filling ot the specific form. The letter of guarantee should be submitted during the customs clearance carried out at the border crossing point with Ukraine, together with a declaration. The end user who draws up and signs the letter of guarantee must represent

  • military administration body designated by the Ministry of Defense of Ukraine
  • law enforcement agency
  • another military formation formed in accordance with the law
  • another counter-terrorism entity in accordance with the law

The list of humanitarian aid goods, which are subject to a separate procedure when entering the customs territory of Ukraine and require a letter of guarantee of the end user is defined by the Annex to the Resolution of the Cabinet of Ministers from March 1, 2022 № 174.

Please note, sending helmets and body armor from your country may require a special export permit, which can be obtained from the responsible authority in the country of departure (for example, the US Bureau of Industry and Security). If approval of the export of goods is required, we recommend cooperating with companies and organizations that already have a license to export such goods.
